A retail forex or CFD brokerage is built on five layers: a legal entity, a trading platform (usually MetaTrader 5), liquidity through a prime-of-prime or liquidity provider, payments through banks, EMIs and PSPs, and compliance, meaning the policies, agreements and disclosures that protect you and your clients.

Each layer depends on the one before it. Liquidity providers, payment processors and MetaQuotes all start by reviewing your company. Important: a Saint Lucia IBC offering FX/CFD services must not solicit residents of Saint Lucia (and, in practice, CARICOM), and should state clearly on its website that it is not licensed by the Saint Lucia FSRA. If you want to onboard clients in a regulated market such as the EU, UK or Australia, you need a licence there. We will be upfront about this in your consultation.

Forex broker setup FAQ

Do I need a forex licence in Saint Lucia?

A Saint Lucia IBC dealing in FX/CFDs with clients outside Saint Lucia and CARICOM does not currently need a licence from the FSRA. Money services business (for example, money transmission) is regulated separately. You still need to comply with the laws of every country where you actively market.

Can a Saint Lucia broker accept clients from Europe or the US?

Many markets restrict or prohibit offering CFDs without a local licence, and US clients are effectively off-limits for offshore brokers. MetaQuotes also restricts US-facing activity. We recommend taking legal advice on each target market; we can introduce specialist counsel.

How much capital do I need?

There is no statutory minimum capital for a Saint Lucia IBC. Your real budget depends on your platform, liquidity and marketing plans. Banks and PSPs will also want to see that the business is adequately funded.

Can you provide nominee directors or shareholders?

Yes. Nominee director and nominee shareholder appointments are available through our partners, subject to full KYC on the beneficial owners. MetaQuotes will still ask for documents establishing the real beneficial owner, and the UBO completes SumSub verification.
